It is whether early retirement remains financially sound after valuing the pension income you would give up.

The GEPF states that 60 is the normal retirement age. For ordinary early retirement, benefits for a member with at least 10 years of service include a gratuity and an annuity, reduced by one third of 1% for every month between early and normal retirement.

Read: The ins and outs of the GEPF

The GEPF also has separate treatment for certain retirements linked to restructuring or abolished posts.

Because you refer to a workforce reduction initiative, obtain a written benefit quotation that identifies the exact exit category.

Do not assume the ordinary early-retirement reduction applies if your employer is using a different approved route.

Next, compare two complete scenarios: retirement in December 2027 and retirement at normal retirement age. The R6 000 monthly difference is R72 000 in the first year alone, before allowing for tax and future pension increases.

Over a long retirement, the present value of that income can be substantial. Compare it with the after-tax departmental payment, the additional salary and pensionable service you would earn by staying, and the personal value of retiring earlier.

A once-off lump sum should not be allowed to obscure a permanent income reduction.

The tax calculation also needs to be done across all benefits, not payment by payment.

The South African Revenue Service (Sars) applies the retirement and severance lump-sum tables cumulatively, taking prior retirement, withdrawal and severance benefits into account.

Confirm whether the departmental payment qualifies as a severance benefit for tax purposes, obtain tax-directive estimates for both it and the GEPF gratuity, and establish whether you have taken any previous taxable retirement withdrawals. The label used by the department is not enough to determine the tax outcome.

Only once the exit terms and net amounts are known should the capital be invested.

I would divide the household requirement into three time horizons:

First, keep a cash reserve for near-term expenses, medical costs and the gap between the GEPF pension and spending. Your existing R450 000 may already cover much of this.
Second, hold capital intended for the next several years in a suitably conservative income allocation, so that a market decline does not force the sale of growth assets.
Third, invest capital not required for many years in a diversified growth portfolio. At age 55, the retirement horizon may still extend for three decades or more, so holding every lump sum in cash can create a serious inflation risk.

The two RAs should be reviewed separately from the GEPF.

Continuing contributions can make sense where the income-tax deduction is valuable, the premiums remain affordable and the contractual terms are reasonable.

Read/listen: GEPF eyes infrastructure to boost returns in uncertain climate

Before changing or stopping either policy, request current values, total costs, any bonus or penalty consequences, the effect of making the policy paid-up, and projected benefits at the available retirement dates.

Do not contribute merely to reduce tax if doing so leaves too little accessible capital.

The practical plan should therefore show five figures on one page:

Expected after-tax salary until each retirement date;
The GEPF gratuity and pension under each exit category;
The net departmental payment;
The two RAFs outcomes; and
The sustainable income available from cash and investments.

Stress-test that plan for inflation, a weak first five years of market returns, and higher medical costs. Tax efficiency matters, but the better objective is durable after-tax income with enough liquidity and growth.

If the plan cannot comfortably absorb the permanent pension reduction under conservative assumptions, the investment strategy cannot repair the retirement decision.

                    #Early #GEPF #retirement #offset #reduced #pension #income

The first question is not how to invest the lump sums.
