{"id":3774,"date":"2026-04-13T20:07:25","date_gmt":"2026-04-13T20:07:25","guid":{"rendered":"https:\/\/stock999.top\/?p=3774"},"modified":"2026-04-13T20:07:25","modified_gmt":"2026-04-13T20:07:25","slug":"ifs-endorses-sarwars-cautious-spending-plans-daily-business","status":"publish","type":"post","link":"https:\/\/stock999.top\/?p=3774","title":{"rendered":"IFS endorses Sarwar&#8217;s cautious spending plans \u2013 Daily Business"},"content":{"rendered":"<p>            <\/p>\n<p>Anas Sarwar signals five years to \u2018fix the mess\u2019 (pic: DB Media Services)<\/p>\n<p class=\"has-medium-font-size\">Scottish Labour leader Anas Sarwar\u2019s package of childcare, business support measures and health service improvements has won broad support from a think tank for sticking to existing budgets.<\/p>\n<p class=\"has-medium-font-size\">The Institute for Fiscal Studies said big tax cuts or expansions in service provision and entitlements that other parties have pledged are absent from more than 90 pages of Labour pledges.<\/p>\n<p class=\"has-medium-font-size\">\u201cGiven the fiscal situation, the lack of big unfunded new commitments is welcome,\u201d said the IFS.<\/p>\n<p class=\"has-medium-font-size\">\u201cInstead, the focus is mainly on improving and reforming existing services, albeit with the aim of bigger changes \u2013 including tax cuts \u2013 in future if economic and fiscal conditions allow.<\/p>\n<p class=\"has-medium-font-size\">\u201cMost of the spending that is pledged is from within existing budgets \u2013 and in many cases represents only small changes to how that money is already planned to be spent.\u201d<\/p>\n<p class=\"has-medium-font-size\">It said Labour has been \u201crelatively restrained in its proposed giveaways\u201d,\u00a0though meeting its ambitions for priority services \u201cwould still probably require some combination of cuts to other services, increases in taxes, or improvements in public sector productivity \u2013 above those already baked into existing spending plans.\u201d<\/p>\n<p class=\"has-medium-font-size\">Mr Sarwar hopes his policies will help bridge the gap between between Labour and the SNP. A huge swing of 14% is required before 7 May for the Labour leader to secure victory.<\/p>\n<p>Anas Sarwar with deputy leader Jackie Baillie (pic: DB Media Services)<\/p>\n<p class=\"has-medium-font-size\">Mr Sarwar produced a \u201cfully costed\u201d manifesto which largely reiterates pledges to replace business rates with a local levy, lift the ban on nuclear power, and build 125,000 homes.<\/p>\n<p class=\"has-medium-font-size\">He wants to go ahead with the Glasgow Airport Rail Link and establish \u201cbetter, faster, more reliable trains and buses\u201d. \u00a0He plans to create 9,000 apprenticeships and overhaul the skills system.<\/p>\n<p class=\"has-medium-font-size\">His first priority in government would be to cut NHS waiting times, end the 8am rush for GP appointments and bring back the family doctor. He will top up tax-free childcare to \u00a33,000 per child and fund two weeks of summer holiday clubs. Breakfast clubs would be installed in every primary school.<\/p>\n<p class=\"has-medium-font-size\">However, a lack of showstoppers will disappoint the party faithful who feel the constant calls for \u201cchange\u201d are making no impression on voters. Hopes of an upturn, revealed in a rogue poll in The Sunday Times last week, were dashed by subsequent polls that have shown the party lagging behind Reform.<\/p>\n<p class=\"has-medium-font-size\">SNP advisers have been surprised by how Labour has failed to land any blows on policy areas on which it saw itself as vulnerable.<\/p>\n<p class=\"has-medium-font-size\">Labour\u2019s manifesto makes no mention of immigration, independence or labour shortages which were among the key themes in last night\u2019s first televised leaders\u2019 debate.<\/p>\n<p class=\"has-medium-font-size\">Mr Sarwar, who has insisted on focusing on devolved issues despite the impact of Westminster policies on Scotland, today said the SNP always seeks to blame others for its own failings and that he will build a \u201cbetter future for Scotland.\u201d<\/p>\n<p>Mr Sarwar wants to accelerate housebuilding (pic: DB Media Services)<\/p>\n<p class=\"has-medium-font-size\">He says the manifesto is about \u201ctransforming Scotland, making life more affordable, creating jobs and opportunity, building more homes, backing our schools, fixing our roads and ending government waste.<\/p>\n<p class=\"has-medium-font-size\">\u201cThis election is a straight choice between more of the same with the SNP or change with Scottish Labour.\u201d<\/p>\n<p class=\"has-medium-font-size\">In a question and answer session with journalists he said he supported Scottish Financial Enterprise chief executive Sandy Begbie\u2019s call for more business leaders to be involved directly in government.<\/p>\n<p class=\"has-medium-font-size\">\u201cSandy is making a cogent argument. We should not pretend that politicians and civil servants have all the answers,\u201d he said.<\/p>\n<p class=\"has-medium-font-size\">Opposition parties said the voters will \u201csee through\u201d his call for change after the fall-out with Sir Keir Starmer who had joined Mr Sarwar in promising a host of changes that never materialised.<\/p>\n<p class=\"has-medium-font-size\">Some of the aspirations are shared with other parties, including the airport link, fixing potholed roads and introducing more technology into the health service.<\/p>\n<p class=\"has-medium-font-size\">SNP depute leader Keith Brown said: \u201cPeople in Scotland will be thinking \u2018we\u2019ve heard this all before\u2019. Anas Sarwar stood with Keir Starmer and promised voters \u2018change\u2019 two years ago but Brexit Britain is more broken than ever.<\/p>\n<p class=\"has-medium-font-size\">\u201cAnas Sarwar told Scotland to trust Keir Starmer, he told us the Labour Party would bring energy bills down and he told us they would save Grangemouth. Well, Starmer has been a disaster, energy bills are up and Grangemouth has closed.
