Chevron Corp. Chief Executive Officer Mike Wirth said changes to\u00a0Venezuela\u2019s oil policy\u00a0are a sign of progress in trying to attract foreign investment, though further measures are needed.<\/p>\n

\u201cIt moves things in a positive direction,\u201d Wirth said on CBS\u2019\u00a0Face the Nation. \u201cIt still needs some work. It\u2019s probably not enough to bring in the level of investment that would be desirable. So I think there\u2019s progress that\u2019s been made.\u201d<\/p>\n

Wirth expressed confidence in the Trump administration\u2019s Venezuela policy after the US toppled Nicol\u00e1s Maduro in January and Delcy Rodr\u00edguez became the country\u2019s acting president. Within weeks after Maduro\u2019s capture, Venezuela changed its long-standing nationalist oil policy in a bid to\u00a0entice investors.<\/p>\n

A group of US oil executives who met Rodr\u00edguez in Caracas last week pressed for assurances that Venezuela was safe to invest in, a sign that interest among US oil companies is growing beyond Chevron and other majors as President Donald Trump calls for a revival of production in Venezuela.<\/p>\n

\u201cAn increase in production there would improve energy reliability and supplies in the United States,\u201d Wirth said.<\/p>\n

He said Venezuela\u2019s diminished oil workforce, with many skilled workers lost to emigration, makes any large-scale industry recovery dependent on whether expatriates return, a point also raised by opposition leader Mar\u00eda Corina Machado.<\/p>\n

Wirth expressed a note of caution about Trump\u2019s decision last week to invoke the Defense Production Act to provide\u00a0federal funds for energy projects\u00a0as his administration faces pressure to help rein in rising energy costs. \u00a0<\/p>\n

\u201cYou can\u2019t turn on production at a moment\u2019s notice,\u201d he said. \u201cIt takes engineering, it takes supply chains, it takes contracts and workers moving and being mobilized.\u201d<\/p>\n
