CIA Director John Ratcliffe\u00a0met with Cuban officials including Ra\u00fal Castro\u2019s grandson during a high-level visit to the island Thursday, Cuban and U.S. officials said.<\/p>\n

Ratcliffe met with Ra\u00fal Guillermo Rodr\u00edguez Castro, Interior Minister L\u00e1zaro \u00c1lvarez Casas and the head of Cuban intelligence services, and discussed intelligence cooperation, economic stability and security issues. A CIA official confirmed the meetings to the AP.<\/p>\n

Ratcliffe was there \u201cto personally deliver President Donald Trump\u2019s message that the United States is prepared to seriously engage on economic and security issues, but only if Cuba makes fundamental changes,\u201d the CIA official said.<\/p>\n

An official statement from Cuba\u2019s government noted that Thursday\u2019s meeting \u201ctook place \u2026 against a backdrop of complex bilateral relations.\u201d<\/p>\n

While the U.S. stressed that Cuba cannot continue to be a \u201csafe haven for adversaries in the Western Hemisphere,\u201d the Cuban delegation insisted that the island presents no threat to U.S. security. Cuban officials also took issue with the nation\u2019s continued inclusion on the U.S. list of state sponsors of terrorism.<\/p>\n

Rodr\u00edguez Castro previously\u00a0secretly met with U.S. Secretary of State Marco Rubio\u00a0on the sidelines of a Caribbean Community summit in St. Kitts in February. While he\u2019s never occupied a government post, he served as his grandfather\u2019s bodyguard and later as head of Cuba\u2019s equivalent of the Secret Service.<\/p>\n

U.S. and Cuban\u00a0officials also met earlier this year i\u00a0n Cuba. The ongoing meetings between U.S. and Cuban officials mark the first U.S. government flights to land in Cuba other than at the U.S. Naval Base at Guantanamo Bay since 2016.<\/p>\n

Thursday\u2019s meeting comes weeks after the Cuban government confirmed that it had recently met with U.S. officials on the island as tensions between the two sides remain high over the U.S. energy blockade of the\u00a0Caribbean country\u00a0and as\u00a0Cuba\u2019s power grid has collapsed\u00a0and energy to its eastern provinces has been cut. The U.S. blockade of fuel to the island has heightened its economic woes, with reduced work hours and food spoilage as refrigerators stop working.<\/p>\n

Earlier this week, the U.S. State Department reiterated that the U.S. will provide Cuba with $100 million in humanitarian assistance and support for satellite internet \u201cif the Cuban regime will permit it.\u201d<\/p>\n

In late January, Trump\u00a0threatened tariffs\u00a0on any country that sells or supplies oil to Cuba. Though Trump also has threatened to intervene in the country, and Cuban President\u00a0Miguel D\u00edaz-Canel\u00a0said recently that\u00a0his country was prepared to fight\u00a0if that should happen, sources told the AP earlier this month that\u00a0military action is not imminent.<\/p>\n
