America is warning them to take care\u2014and history is on their side"},"content":{"rendered":"<p><img src=\"https:\/\/fortune.com\/img-assets\/wp-content\/uploads\/2026\/06\/APA-Think-London-6-1-e1780585048263.jpg?w=2048\" \/><\/p>\n<p>Mention of\u00a0Brazil\u2019s\u00a0\u2018market reserve policy\u2019\u00a0is still capable of sending\u00a0a chill through technology enthusiasts\u00a0of a certain age.\u00a0Introduced in the 1970s,\u00a0when the country labored under a military dictatorship, the policy sought to impose a\u00a0\u2018Brazil-first\u2019\u00a0approach to new developments in computing and data-processing. Imports of newly popular\u00a0\u2018minicomputers\u2019\u00a0were\u00a0strictly controlled.\u00a0<\/p>\n<p>It\u00a0didn\u2019t\u00a0go well.\u00a0The country\u2019s\u00a0\u2018own-made\u2019\u00a0computers were expensive and often clones of the leading American brands.\u00a0A black\u00a0market\u00a0flourished. And young entrepreneurs\u00a0were\u00a0left\u00a0watching\u00a0the rest of the world leap ahead in technology.\u00a0<\/p>\n<p>Ana Paula Assis was one of them. Now\u00a0senior\u00a0vice\u00a0president and\u00a0chair for IBM Europe, Middle East,\u00a0Africa\u00a0and Asia Pacific, she told me\u00a0that\u00a0the attempt\u00a0to control the global market for tech\u00a0was a fool\u2019s errand.\u00a0<\/p>\n<p>\u201cAchieving sovereignty should not force a\u00a0trade\u2011off\u00a0with the openness and flexibility\u00a0European organizations need to compete in the age of AI\u201d\u00a0<\/p>\n<p>Ana Paula Assis, senior\u00a0vice\u00a0president and\u00a0chair for IBM Europe, Middle East,\u00a0Africa\u00a0and Asia Pacific<\/p>\n<p>\u201cI lived in Brazil during the period of the market reserve policy, which didn\u2019t allow the importation of mini-computers and micro-computers to the country,\u201d\u00a0she said.\u00a0\u201cIn the early\u00a01990s, when they decided to abolish the policy, we found out how much further behind\u00a0we\u00a0were, to the point that you had to really go to the black market.\u00a0I think we\u00a0have very practical examples that reservation or protectionism is not the way to go.\u201d\u00a0<\/p>\n<p>The debate on\u00a0technology\u00a0protectionism is back. CEOs are shaking their heads in despair<\/p>\n<p>\u201cWe cannot afford to depend on others for the technologies that keep our hospitals running, our energy grids stable,\u00a0and our services secure,\u201d\u00a0Commission\u00a0President,\u00a0Ursula von der Leyen,\u00a0said. The European Parliament has just announced\u00a0it will switch to the French search engine, Qwant, as its default information service, rather than Google.\u00a0Last month,\u00a0the Dutch central bank announced its cloud services would now be supported by the Lidl-owned provider, Schwarz Digits.\u00a0<\/p>\n<p>Concerns\u00a0among technology leaders and the businesses they serve are growing. The EU is throwing up protective walls in a world where services are\u00a0global,\u00a0and technology needs to be able to work seamlessly across borders.\u00a0The adoption of\u00a0agentic AI\u2014which is embedded across systems\u2014only increases the risk of unintended consequences.\u00a0<\/p>\n<p>\u201cThe EU is highlighting important issues\u2014openness and reducing vendor and technology\u00a0lock\u2011in\u2014but much will depend on how this package is actually implemented,\u201d Assis said. \u201cTechnological sovereignty is about building the right controls to strengthen oversight, with decisions grounded in technical safeguards.\u201d\u00a0<\/p>\n<p>\u201cAchieving sovereignty should not force a\u00a0trade\u2011off\u00a0with the openness and flexibility\u00a0European organizations need to compete in the age of AI.\u201d\u00a0<\/p>\n<p>Approaches to digital sovereignty are a growing source of tension between the U.S. and Europe, with President Donald Trump saying the EU\u2019s proposals are\u00a0\u201call designed to harm or discriminate against American technology\u201d.\u00a0\u00a0<\/p>\n<p>The resident of the White House goes too far, but there are legitimate questions about what the EU is\u00a0attempting\u00a0to achieve\u00a0at a time when anemic growth\u00a0is\u00a0a\u00a0primary concern. Arguments about sovereignty can often sound\u00a0like\u00a0arguments for protectionism.\u00a0<\/p>\n<p>\u201cI normally approach sovereignty as more about building bridges than building walls,\u201d Assis said. \u201cIt\u2019s understanding what are\u00a0the level of capabilities that you need to\u00a0maintain\u00a0within certain boundaries but not creating a model that will isolate you from the rest of the world. When a country decides to shut the doors for innovation, it can\u00a0have\u00a0a competitiveness-hindering effect.\u201d\u00a0<\/p>\n<p>Fears over where data\u00a0resides\u00a0geographically, and the possibility of\u00a0the\u00a0American federal government being able\u00a0to\u00a0trigger a\u00a0kill switch\u00a0on\u00a0services\u00a0for\u00a0those\u00a0countries or institutions it\u00a0doesn\u2019t\u00a0care for,\u00a0can be mitigated.\u00a0There are air-gapped solutions that \u201care absolutely insulated from any intervention\u201d,\u00a0Assis said (IBM recently signed an extension to its cloud services deal with BNP Paribas, the French bank).\u00a0<\/p>\n<p>Europe often wonders aloud why there is\u00a0no Google on the continent. Over-regulation\u00a0and different\u00a0country approaches\u00a0to fundamental issues such as capital markets and digital freedoms\u00a0is one reason. Few would solve such a dilemma with more rules.
