Sars launches consultation on digital overhaul to make Vat compliance ‘seamless’

2 min read

The South African Revenue Service (Sars) has released its value-added tax (Vat) modernisation consultation paper, kicking off a public consultation process to transition the country toward a digital, near-real-time Vat administration system.

Building on feedback from its 2023 discussion paper, Sars is proposing a digital Vat model that integrates e-invoicing, and e-reporting to “reposition Vat administration for the economy, ease compliance obligations and strengthen oversight”.

This is part of its broader Sars Modernisation 3.0 strategy, it said in a statement on Monday.

Essentially, the initiative aims to shift the current system away from manual processes and retrospective verification toward a model where transaction data flows securely across the Vat value chain as business happens.

According to Sars Commissioner Johnstone Makhubu, the shift is designed to reduce the administrative burden on compliant businesses while curbing fraud.

“Vat modernisation is a major step in reshaping how Vat is administered in South Africa,” he says.

“It seeks to move us from a system that is still too dependent on manual processes to one where Vat compliance becomes part of the systems businesses already use every day.”

For Sars: Clearer visibility over transactional data, stronger risk-based oversight, and enhanced capability to detect fraud and close the Vat compliance gap.
For vendors: A simpler, more predictable compliance experience, reduced administrative effort and costs, and faster handling of Vat information.
For the economy: Improved data quality, reduced duplication, smoother trade, and a more transparent tax ecosystem.

The proposed digital model will be rolled out through a phased and consultative approach “so that the final model is secure, inclusive and aligned to South Africa’s needs”.

Sars has called for impacted and interested stakeholders to review the consultation paper and submit written comments by 16 October 2026.

The feedback is expected to directly influence the technical design, implementation timelines, costs, standards, and governance arrangements.
