Madagascar’s recent leadership change has opened the door for closer ties with Russia, which has moved quickly to establish military, political and economic links. The island’s location – along a key Indian Ocean shipping route near gas-rich Mozambique – adds to its strategic appeal.
Russia has backed the new administration with security support, equipment and training, while also stepping up diplomatic and commercial engagement. Officials from state-linked entities have explored opportunities to expand trade and cooperation, including in energy.
The relationship extends beyond defence. A pro-Russia political movement has emerged locally, advocating stronger alignment with Moscow and the broader BRICS bloc.
For Russia, the strategy reflects a familiar playbook: targeting politically fragile states with offers of security support and access to resources. Madagascar’s significant reserves of cobalt, graphite and rare earths – all critical for battery production – make it particularly attractive.
